Shipping from China to the EU in 2026: GPSR Compliance Checklist for Small Sellers & Consolidation Users

What is GPSR and why it matters in 2026

The GPSR is the EU’s framework regulation for consumer product safety, replacing the old General Product Safety Directive (GPSD). It came into full effect on 13 December 2024. The key requirement: every consumer product sold in the EU (including online) must have an EU-based Responsible Person whose name, address, and contact details are indicated on the product, its packaging, or accompanying documents.

In 2026, customs authorities across Europe are paying closer attention to whether imported goods actually list this information. According to the regulation, goods without a Responsible Person are likely to be held for inspection or refused entry. This applies to all sellers, regardless of size.

Who needs to prepare? Sellers vs. personal shipments

If you are a business selling on e-commerce platforms to EU consumers, you must comply – no matter whether you ship from China, the US, or the UK. This applies to almost all non-food consumer goods, from electronics and toys to furniture and textiles.

If you are an individual sending a one-off gift to friends or family in the EU, you usually do not need to designate a Responsible Person. However, if customs suspects the goods are for resale, they may still request compliance documents. To be safe, keep the original packaging intact.
