What you declare and what your store category suggests are used to pre-fill the receiving screen, so the operator types less. They decide nothing.

Batteries and cosmetics are routes here, not exceptions.
Most forwarders quote you for general cargo and then discover the power bank at intake. WooliiPorter classifies cargo as general or battery/cosmetic on receipt and prices each from its own rate cards, with a dedicated product line for liquids, powders and creams. The classification is made by the person holding the box.
WHY CATEGORIES FAIL
A category says what a product is. It does not say what is inside it.
One headphone category contains wireless units with cells in them and wired units with none. Shopify product types are free text; WooCommerce has no standard vocabulary at all. Classifying cargo from a store category is how a battery ends up on a general-cargo route — which is how parcels get seized and fined.
The warehouse confirms
The operator who opens the box sets the cargo type. The record stores who confirmed it and when — until then the item is priced on the pre-filled value and flagged as unconfirmed.
The route follows the cargo
Cargo type is one of the keys that selects the lane, alongside destination, zone and service level. Sensitive cargo is priced from its own cards, not surcharged onto a general price.
WHAT THE ROUTES COVER
Two classifications, three product lines

What can actually fly to a given destination is resolved against live destination policy and route data when you book. Some items are prohibited, some restricted, and some allowed only with documentation — we will not promise a named product on a marketing page.
