Selling battery-powered products from Chinese suppliers—whether through Amazon FBA, Shopify, or WooCommerce—means your replenishment process now has a compliance layer that changes in 2026. This guide gives you a pre-shipment checklist you can actually embed into your operations, not a generic warning to check with your forwarder.

Step 1: Determine whether your SKU is actually battery-powered

Many merchants only think about compliance when they ship bare cells. In reality, products with built-in rechargeable batteries, battery-operated toys, LED items, and power tools all fall into regulated categories.

  • UN3480 – Lithium-ion batteries shipped alone (power banks, bare cells)
  • UN3481 – Lithium-ion batteries packed with or contained in equipment (phones, Bluetooth earbuds, power tools)
  • UN3171 – Battery-powered vehicles or self-propelled devices (e.g., some e-scooters)
  • Also relevant: lithium metal batteries (UN3090/UN3091), sodium-ion batteries.

Ask three questions: Does the product rely on a battery to function? Is the battery removable? If removed, would you ship the battery separately? If yes, it is probably UN3480; if installed, UN3481. The most commonly missed categories are items that do not look like electronics: light-up children’s shoes, LED vanity mirrors, electric bottle openers.

Step 2: What actually changes for 2026

Under IATA Dangerous Goods Regulations (DGR) 67th edition, effective 1 January 2026, lithium-ion batteries shipped as UN3480 must have a State of Charge (SoC) of no more than 30% before air transport. This applies to standalone batteries, not necessarily batteries installed in equipment—confirm with your carrier and the official DGR text.

For ocean, the IMDG Code 42-24 amendment updates requirements for lithium battery markings, consignment declaration and packaging details. Timing and enforcement depend on the shipping line; your freight forwarder should confirm.

Separately, Amazon has stated that its Dangerous Goods programme and Partnered Carrier will extend to all FBA-acceptable dangerous goods effective 30 April 2026. This matters if you use Amazon’s partnered carriers for dangerous goods; it does not change the declaration obligations when you use your own forwarder.

Step 3: Shipping documents you need to verify before despatch

Note: SDS is not a substitute for a UN38.3 test summary. The UN38.3 summary proves the battery passed transport safety testing; SDS describes hazards and emergency response. You need both, and the battery model must be identical across them.

Step 4: How this connects to your consolidation warehouse workflow

When battery-containing SKUs arrive at WooliiPorter’s China warehouse, we photograph, weigh, count and, where possible, match the battery model and UN number against the SDS/UN38.3 summary you have uploaded. Important: receiving inspection does not replace UN38.3 testing—it verifies that the documentation and physical goods line up.

If your order is consolidated and repacked, make sure the lithium battery mark and Class 9 label remain visible and undamaged on the new outer carton. Air and ocean have different rules: for 2026, air transport imposes a stricter SoC limit for standalone lithium-ion batteries; ocean transport requires proper marking and declaration but is generally less restrictive on SoC. Always confirm the exact packaging instruction with your forwarder.

Step 5: Common rejections and a 48-hour pre-shipment checklist

  • Battery model and watt-hour rating exactly match the UN38.3 summary?
  • SDS transport information shows the same UN number as the actual goods?
  • Standalone lithium-ion batteries (UN3480) are discharged to ≤30% SoC for air?
  • Outer carton has the lithium battery mark, with a working 24-hour emergency phone?
  • After consolidation, original battery packaging and labels are retained?
  • For supplier-direct shipments, have all compliance documents been uploaded?

If you see any mismatch between UN number, model, or watt-hour rating, hold the shipment. A single misdeclaration can lead to carrier penalties, container detention at the port, and possibly affect your ability to book with all carriers later.
